Not so. The purpose of those laws is to prevent the exploitation of children, not to restrict the expression of obscene ideas. Hentai is considered obscene material (and thus subject to some arcane obscenity laws) but that is all.

The only binding US laws on hentai stem from the US Postal Service and relate to the SHIPPING of obscene material.
