Assuming the mod isn't some single download all in one for that specific outfit meant to cover all the body types.
There are mods for most SSRs and they tend to be very simple mods as well. Usually a toggle to remove panties, a different toggle for skirts, and one for bras.

You need basic 3dmigoto framework to get mods working.
Loverslab has it all, but you need an account to DL from there so make one if you dont have one yet.

Your main options will be Hi-Metal, Maroskin, or Jenovate skins all of which have their own threads on the forum. People in said threads and across the forums in other threads also sometimes make their own edits you can use.
The skins are all personal preference and you can mix and match as you see fit aside from Kasumi and Misaki who share a skin file.
Finally after all that just download costume mods that you want. Go down the rabbit hole that is Costume Customizer or just look around at various edits to SSR suits.
Pressing f10 will save/reload your mods while in game so you dont have to mess with hotkeys every time. Also unless something changed with the hi-metal skins pressing f10 doesnt save the changes made to those and you'll just have to edit the ,ini yourself. Not a big deal though.
Do keep in mind that the more you add the higher likelihood of the game crashing with f10 after it saves.
