Ok, I know you guys do it with the best intentions (and maybe some people enjoy those odd combinations) but wouldn't it make sense to adjust the hair color aswell?
I don't mean that it necessarily needs to become brown/black but you should find something that makes a good contrast to the chosen skin tone (for example making a blonde into a silver-blonde or turning a purple colour into a darker purple, same with red to crimson, etc).
While the hair often won't need any fixing sometimes the resulting combination makes for sore reminder that the picture you look at is just a shope instead of something where you wonder which picture is the original.[/rant]
With that said, Ganguro are a different beast, as they are supposed to look like a girl who just smeared heavy brown make-up (and possibly bleached their hair)
