And that rule sounds good to me! The largest depiction should be respected and incorporated into the judgement, but based on external factors like date and frequency, it might have less weight then it normally would if it was contemporary. I totally agree with the Aranea* decision too - even though cutscene Tifa is a large outlier in her overall size, her huge jugs should still be noted somewhere.
And yeah, Tifa's older in Advent Children, but not too much. I don't know how much of her increased bust is thanks to her outfit either, it looks like pretty thick material that's also loosely fitting. Here's a best-of clip.
