Most probably your .NET Framework 3.5 is disabled by default in windows.
Press down CTRL+R and type in this: optionalfeatures
This will open the "Turn Windows features on or off" dialogue box *see picture*
And enable ".NET Framework 3.5 (Includes .NET 2.0 and 3.0" once the installing is done do a reboot and test it

Now I can't recall, but I know, that there are some unicode problems with tso2pmx on either the japanese or english locale.
If your PC is set to JP locale change it to English and vice versa.
How to.:
Control Panel - Language and Region - Region - Administrative tab - Change system locale... - Once selected restart PC
If it's still doesn't work after this, then I don't know.
