Not only does it imply something fantastic must have happened to get so many ENFs in the same place at the same time with so little options, but it also shows that the girls are so desperate and helpless to protect what little modesty they still have that all they can do is to try to hide their naked bodies with other naked bodies, and not even very well.

I tried searching on Sankaku for "nude embarrassed multiple_girls" but even after sorting through the 1486 results this is the best I could find. Even in pics with more than one ENF they're all standing apart and just covering themselves. I couldn't even find just two girls pressed against each other to protect their front sides.
I'm sure it exists, it has too. There's probably a few decent scenes in some of the fanservice-heavy animes and mangas, but I can't help you there.
