Either she's running around outside trying not to be caught for the thrill being naked outside brings.
She's a flasher who's trying to be seen.
She's being compelled due to a rule, like a school's naked week, a new law, or as punishment.
She's being mind controlled.
Or because she has accidentally lost her clothing, like clothing damage or a lost bikini while swimming or maybe even being caught outside after a bath because she was scared by a bug or something and now she's locked out or maybe she's in her own damn house and someone walks in by accident. Lots of possibilities there.
ENF only counts when a girl is compelled and embarrassed or caught naked by accident. A girl who's mind controlled doesn't realize what she's doing, a girl may be compelled and enjoy it, or she's doing it to herself for the thrill and therefore not ENF. I see that all as exhibitionism but not always ENF. Also technically speaking exhibitionism doesn't even need to be naked but that's a different discussion.
