Nobody does it for a reason, and I'm not sure even you would be able to make it behave naturally without regular skirt physics.
As for textures, I'm not an end user of this model, but, based on what I've seen over my 7 years of MMD experience, MMD watchers and creators overlook much worse flaws, and nobody points them out publicly. I often feel like I'm wasting my time autistically correcting motions for my videos if nobody else seems to care (and extremities might not even be visible in the final product due to the camera). Look at DEKAPAIYUKARI, まさちち, or ErenaRin's works, for example.
