How I got Zengaku 2 to work in English:

Extract the game to some directory.
Run Install.exe using a Japanese locale. You can install Locale Emulator so you can run individual programs with a Japanese Locale:
https://pooi.moe/Locale-Emulator/Install the game in whatever directory you want.
Copy the .lsb files from ONE of the patches in the DIRECTORY WHERE YOU INSTALLED THE GAME!
Run the 4H28.exe in the DIRECTORY WHERE YOU INSTALLED THE GAME with Japanese locale.
If the patch causes problems, delete the .lsb files and try the other patch.
This confused the hell out of me, but if you try to run "4H28.exe" from "Zengaku2 v1.2.zip" then it'll complain that there's no disk. I don't know how to fix that, but if you run Install.exe with a Japanese locale, install the game in a directory, copy the .lsb files into the install directory, run the 4H28.exe located inside the install directory with a Japanese locale, then it'll work. Or, at least, it worked for me.
After I did all of this, I deleted the files extracted from "Zengaku2 v1.2.zip" because I guess the game doesn't need them.
