Nature is uncontrollable, animals rarely have any consequences to face. They're almost the perfect criminals.
However, wind is both invisible and unstoppable. There is no entity that can be blamed for these transgressions, only fate can be cursed (that, and an "unfortunate" disregard for underwear).
