While the latter is more of the opposite where a girl gains sexual pleasure from being exposed in public and the rushed joy of being seen.
Though, you could implement both fetishes in a single story through organic means take for example a shy girl who gets stripped naked either through conventional means or by someone, say....a female neighbor. Not only that is its revealed the neighbor was an exhibitionist and seduces the shy girl to joining her. A story like that is how you can transition from one fetish to another without it being forced.
