(For any lost souls browsing here with the same model needing help, the bones you're looking for are 70-77, just drag them until they're below the 左つま先IK bone [aka toe IK_L] and everything should work)
This was hell, so maybe if I get this to work on the other models in the set then I'll try adding a fully fixed set to tstorage or something.
