They couldn't welsh on Keichii's wish to have Belldandy stay with him, so instead they removed his sex drive so that their relationship remained chaste, and Bell and the others weren't allowed to tell.
Near the end of the series they (Keiichi and Bell) end up resetting his wish contract to defeat the current antagonist, and on redoing it afterward the anti-sexual attraction tweak wasn't/couldn't be included, so when things started to calm down enough for him to notice that "OMG, I actually *want* Belldandy" it was revealed.
