Specifically anime/manga, I'm gonna guess the women from Tenchi Muyo (and Pretty Sammy's spinoff OVA) for Anime. A decent chunk of "Oh My Goddess" from Super Manga Blast when it was on the lewder side. but an early scene where a rival girl gets her dress lifted sticks out due to:

First anime-ish/japanese-made character was I think Mai Shiranui. I had played street fighter 2 first, and had even seen the OVA for street fighter before I knew of SNK, but I must have been focused on the fighting because I only started fapping to Chun-Li after finding Rydia/CG Shrines. Later on, I guess it's a case of I played the games (Fatal Fury and King of Fighters) and saw the Fatal Fury OVAs at the right time during puberty (FF2 a best, those krauser organ theme scenes were top-tier atmosphere).
