"Tokusei" is a special ability of pocket monsters. It's asking you for the name of the pokemon relevant to the distributed character (a collaboration between the two franchises), combined with its ability and the area in Indigo Disc where you can obtain it.
Fishing process:
1. Google the name of the character and study her info to find out the pokemon she's partnered with. I recommend a browser with an on-the-fly webpage translation ability if you don't know Japanese.
2. Search for the name of the pokemon combined with the name of the game.
3. Click the game8 link for instructions on how to obtain it, including the name of the area, a.k.a. biome (does not include エリア).
4. Go to the pokemon's page from there to learn the ability's name.
5. Combine the keys into a lock opener for bowlroll.
