As such the magic developed an issue with clothing layers. When a Magical Girl transforms only her outer most clothing layer is "saved" and the costumes never have underwear. Costumes are determined by the algorithm based on what "makes her soul sing". Regarding how much their consume protects their modesty, some girls are lucky and other are unlucky.
Regarding the setting, I was mostly trying to have some justification based on what I know about the world of Neon Genisi Evangelion for why all the girls at the school don't have any panties to wear for a few months.
Alternatively, this can work in a remote boarding school where the pride of the students get the better of them. They still end up donating too much clothing just to get a silly reward and won't admit the issue to save face for their school.
