Some models fake this with spheres, but that's saying that the light is the same from all directions, and even the main light's position doesn't matter. Specular is normal. The problems in MMD are that the default math doesn't use fresnel (strong grazing refletions), and it also does gamma wrong so white reflections don't look white (because they add color roughly in proportion to the existing texture color for each channel, instead of the same to all channels, RGB).
So, modelers avoid using specular color because the default shader is bad. This shader is better.
