With Noemi wrapping up her introduction to the magical girl world and initial goals, I think what the story needs next is a personal goal Noemi's invested in. If there's something Noemi clearly wants, then that gives her impetus to go and do things to get it, and we more easily care that she's doing them.
(And, of course, that kind of reader engagement just makes it easier to deliver meaningful ENF)
A good candidate, I think, would be reputation. Between her newcomer status and the conditions of her genius, earning the genuine respect of other magical girls and the populace will be an uphill struggle, but that's what makes such goals meaningful in the first place.
