For the second, the brush stroke is what matters. If the picture is heavily pixelated, you would want to be very careful with a 0% hardness brush, but if it's like the bdsn browning picture, it's better to do 100% hardness.
However, if you are lighting hair, like the OP picture, you would be dividing with a dark color.
But yeah, it's basically coloring carefully.
