The factors would accommodate the beauty of the woman, how much of her body weight is breast and the shape of them vs. how fat she is in the wrong places (face, arms, stomach, calves), how fat she is in the right places (hips, butt, thighs), human ratio, and subtract any inhuman features.
If someone who's good at math and also understands what I'm rambling about could make some sort of equation we could create uniformity in ranking from chestiest to least busty as long as we agree on the inputs.That of course would be a completely separate factor, as who is the most beautiful Rei, Misato, or Asuka for example is subjective and not something math could produce an answer to.
