Back in the 1980's, something like this from Ah My Goddess was considered to be in the "ecchi" class of drawings. Over the years, fandom became desensitized with the increasingly bolder and more extreme depictions, and the definition of ecchi shifted more and more to the left. However, what is accepted on 4chan as "ecchi" is still quite a bit more liberal than what general fandom seems to use.
