There's a lot of different ways to consider it, but in my book the only fair way of calculating it is to consider proportionality. Obviously any series with giants or races larger than humans will have larger bosoms by default, so the real question becomes; what percentage of their total body is tit? When that's considered it's clear at least to me that Boa is the biggest, because she's so, so, unbelievably thin despite her enormous chest girth. Her body weight must be at least 40% comprised of hooters. One Piece has a million characters, and I wanted to post Hancock, but I wasn't sure if anyone else had her incredible proportions.
