Who knows, by and large it seems the second impact in Rebuild left the World in much the same state that third impact did in End of Evangelion. The similarities were obviously thrown in there to draw suspicion to the fact if nothing else.
I agree though that its really too early to judge Mari. Mostly people are overreacted to the idea of her while ignoring the fact that both Rei and Asuka were the epitome of shallow fanservice themselves when EVA debuted. I honestly even have to question if the people complaining about her have even watched the Rebuild movies yet.
