I think the real question is why Ecchi images are usually of a much higher quality than hentai images (because that's mostly the reason).
In hentai images, it's much more difficult to body shape and proportions right, since coitus implies parts of the body being turned away at various angles from the viewer.
Second, the male partner invariably takes up a certain part of the hentai image, and yet usually is drawn in such a way as to avoid drawing attention to him at all, since the artist assumes the object of focus is the female.
The male partner essentially plays the role of a formless/faceless outline with a penis, which is why a lot of "hentai" images include only a disembodied penis and don't bother drawing some darkly-shaded mass of flesh in the forefront.
It's a paradox: the main focus is supposed to be the girl who is getting fucked by a dick, but the dick has to be attached to another person, who ends up taking up half the picture, thus reducing the quality of the female character, and yet the rest of the male character has to be inconspicuous and therefore is drawn badly, and so the quality of the image is reduced on all fronts. And then the task of drawing the female character is also made difficult by the need to realistically and in an aesthetic manner draw her body proportionately and beautifully while it's wound up around some formless blob.
Which is why I prefer straight shota to hentai, because in that case enough attention is given to both characters.
