It think it's just because of I think about what the writer is trying to do by adding that element. Usually if they mention the girl getting aroused by it, the end goal is that she becomes addicted to it, and just becomes an exhibitionist.
Having arousal be a factor on it's own is ok. Having the wind blowing against her privates, and her hands rubbing against her nipples can end up causing arousal, and then that can add to the embarrassment, as it changes what a potential witness would think of them.
The idea of "They're going to think I'm some kind of pervert" is nice, but not when they literally are just becoming a pervert.
