ive managed to get it to work twice doing this method:
turn off steam from running at start up
close or quit steam completely, don't log out
restart computer
make sure steam is not running
turn on a VPN that connects you completely to another IP (all traffic, some vpns only do like web requests, i used express vpn)
go to the steamdb page for english VV on a web browser, you have to log into web version of steam here, to add it to your account
it should try to launch steam with the licenses or permissions from the country (i use singapore) and it should add the game to your account
install and launch the game atleast once with the vpn on make sure it works
now, you can pretty much run a the game normally without a vpn, i have been for like two years no problem, and I occasionally give steam singapore dollars to buy enough paid stones to get 1 roll in on the TC or true colors to unlock it for a couple of girls, i did like luna and fiona for the heck of it
