Ikkitousen had 4 seasons and loads of content, too. There are examples all over the place where ecchi anime with good ecchi content have made a lot of money. I would say that it isn't that hard to pull off. Just give your audience what they signed up for!
From what I can tell, the ecchi anime that advertise themselves as ecchi, but in reality have very little of it are the ones that fail the most. Is anybody even watching that wrestling anime? I watched the entire first episode and just got submission holds and undetailed close-ups.
As for your highschool of the dead vs queen's blade example, they're both frowned upon for their fanservice, I'm pretty sure. I recently spoke to a group of people who somehow missed the zombie survival aspect of the show and said it was all fanservice. Not to mention all of queen's blade's content...
In the same way I don't watch a comedy anime for 21 minutes of drama and 1 minute of comedy, I don't watch ecchi anime for 21 minutes of slice of life and a 1 minute censored bath scene. It just bores me when this is all I have to choose from. The problem is, ecchi anime like the ones I've listed aren't being made anymore when there's clearly a market for them...

I am definitely looking forward to the 4th season of queen's blade. I just hope they don't use the director from the 3rd season.
