Kind of how a modern settings we have many people with guns and no way to actually defending against them. Or normally, ifthis isn't the case, it feels inconsistent for a population to have magiteks and stuff like that yet being incapable of reaching insta-kills.
By comparison, the medieval, where stuff is solved with swords and spears or magic feels more controlled and calmer
