"short-haired pink-haired blue-eyed maid" should be a generic enough generation. Hairstyle doesn't have to be exact (since Virgo canonically changes appearance based on user, but keeps the maid+blue eyes+pink hair), as long as it's not long hair.
Her expression is usually placid/neutral, but as long as the end result isn't overly excited-looking it should be fine, she doesn't have to look completely apathetic.
Preferably has visible lips/lipstick (red or pink color).
**Note that the maid outfit does not have to be exactly the same, as long as it is recognizable a maid outfit of some sort there is no problem at all.
THe chained manacles too are optional! As long as some manner of wrist ornament is there, whether simple cuffs with no chains, or even blatantly different such as golden bracelets or gaudy wrist jewelry (as long as they are very obvious/prominent). Both wrists should have notable ornaments, to be precise, other than that anything goes!
For the figure, thicc thighs and at least 'large' size breasts please. Huge breasts are also good, but not required. Gigantic would be too much. (so the usual sort of curvy but thin-waisted anime girl)
Picture can be full-body, but I am also fine with just thighs-up or stomach-up.
