A strange meteor crashes into a city and emits a wave of energy. The city's population develops phasing powers which lets them walk through walls and solid objects. The only problem is that it also means they phase through clothing whenever their powers activate, either intentionally or by accident. A simple sneeze can cause it. The population starts using their powers for good but have to settle into a life where sudden nudity at any moment is possible. The government is studying the meteor for answers but someone shows up who got different powers and becomes a villain. An evil Superman style character, he tries to take over the world and a city full of reluctant nudists who's only real powers are phasing are the only hope.
