Ayane also used to be almost the same height, 169 versus 165. After DOA2, Tina get retconned or otherwise endowed with a bigger bust and height, and Ayane got cropped to become shorter than her elder sister.
Even still, there's a small difference between the two (considering Tina's superior height)--95 cm versus 93 cm (in before "Japs can't do numbers" blah blah blah). Honestly, given Tina's age and her whole role as the blonde bombshell I'd say making her bustier than Ayane was stylistically sensible (with Ayane hardly being a slouch).
Rachel (from Ninja Gaiden) and recent-addition Honoka are both bigger too, though it's Rachel's case it's a mere 1 cm difference. Sorry for the semantic argument, I just find it amusing to discuss at length--and of course, respect from one Ayane fan to another. Have some classic biggest ninja boobs for your patience.
