The game begins with the heroine stealing a valuable artifact from a mansion (which serves as a tutorial due to all equipment being available). As it later turns out, the mansion you broke into belonged to the leader of the Thieves Guild, and she's not happy you made her look foolish, as an 'amateur thief' was able to break in to the house of an experienced veteran. The rest of the Guild, however, is amazed by your technical abilities and so the leader decides that, rather than trying to get revenge quickly, she'll humiliate the protagonist while pretending to reward her.
She gives you your new 'trainee' uniform, which is incredibly skimpy, and orders you to always wear it when inside the Thieves Guild headquarters. She also offers you a job working within the organization and tells you that she'll allow you to promote quickly to the top as long as you can complete a few special 'challenges'. These challenges typically involve performing some kind of major heist without certain equipment.
At first, the challenges are to clear heists without noisemakers, (meaning you'll have to lure guards from their posts by flashing them and running away), or lockpicks ('convincing' them to give you keys through other means) or climbing ropes (so you'll have to use parts of your uniform as makeshift material). But as the challenges progress, they start getting riskier. Steal this item in just panties, steal it naked, steal it with your hands tied behind your back, etc. And of course, the jobs are higher and higher risk as you go on with more guards being hired as the Guild Leader keeps tipping off authorities to your heists.
And every time you clear a set of challenges, she "Promotes" you by giving you an even skimpier uniform until eventually the heroine has to walk around the Guild Hall totally nude.
