The Administers (sounds better than Familiars) put allot of thought into the function of the costume, how it distributes magical energies, and what functions take priority. But they didn't give too much thought about pesky things like the transformation sequence and how it should work, it's not like they wear clothes, so girls have to do allot of trial and error.
But at it's most basic anything that covers a certain amount of skin is considered a clothing layer, and the more it covers the higher the probability of it negatively interacting with other clothing layers.

If you put the bag over your head it would be considered a clothing layer, but since isn’t overlapping any other clothing layers then it would still be fine.
Clothing that partially exposes undergarments might lead to some interesting results, but who is going to spend the money on amount of clothing that would be lost and take the time to troubleshoot what works and what doesn’t?

I've mostly written pages of notes on how it all works and started a short story focusing on one girls night hunting a monster to get the feel of things before I move on the main one. I recently got distracted by two other smut projects I'm working on, but am thinking of starting up again.
