You put sort of a general prompt, then the particular character prompt, then that character lora.

then the general prompt again, then the other character prompt then the other character lora.
Sometimes if they blending into one character instead of 1,1 on regional prompter. you put 1,1,1 and in the middle one you put only the general prompt
