From Game 1 it was pretty clear the cute girls were a major distinctive feature of the game as an up and coming franchise, they saw that and kept the train going for the most part. As soon as they tried to deviate from that image even slightly, there was backlash. The people that actually, seriously, buy the games for the fighting are probably less that those that do for the tittilation. Not saying that's a bad thing, just that those expecting pretty girls are likely more in number than those expecting a deep fighting system.
I don't know on what kind of general budgets the franchise's main titles run on, but if Beenus Vacation is a necessary evil for funding it as a whole, then whatever, let the whales take care of it. It'd probably be in more financial danger if the fanservice games didn't exist at all. Besides, it's pretty harmless eyecandy as long as you don't develop an unhealthy obsession with it and become a whale yourself. I know I've had plenty of top quality wanks thanks to it and all for free.
