Seleka-san has the most features, but the ENF is only a super brief cutscene if you run out of stamina.
Roshutsu is a good framework, it's just lacking in features and the guy working on it went on a two-year hiatus, came back late last year with an update that broke the AI, and has been silent since then.
There are a few others out there like NR3D, but nothing more substantial than default unity assets with a naked girl thrown in.

I've always wished there was a more open-ended mode for HazukaShina-chan, since it's a pretty decent game about being naked in public, but it's also very linear outside of the multiple endings.
Another big wishlist thing was a mod that made the NPC reactions to player nudity more substantial - like a bounty system for public nudity that tracked how often you were seen that affected NPC behaviors in that hold. At 0 exposure, the game continues on as normal, but the more frequently you're seen naked the more lecherous their behavior gets, like NPCs refusing to let you shop while dressed or random strip-searches from guards. Basically some sort of consequence for being naked that wasn't just instant-rape.
But maybe one day there will be some advantage in AI-generation that makes player-tracking and NPC reactions more persistent. Until then, the best ENF experience I can make for myself is just playing Skyrim with self-imposed challenges and a few defeat mods.
