I just enjoy the idea of big tits being defeated by even huger ones - pardon the wonky art, but an image like this with Tifa and Aranea would be super appealing to me. But yeah, the FF race is a close one. It's not like Aranea's walking around with bombshells bigger than Cutscene Tifa.
Regrettably, I don't have much DBZ knowledge at all. As kids everyone liked Android 18, but all things considered she's downright flat. 21 seems decently large, at least. Once again, another series with decades of history and a staggering amount of official art. As far as forms go, that's another tough call. You joked a bit earlier about the difference between regular and cutscene Tifa being sort of like a Super Saiyan transformation, but I think that same sort of logic can apply to transformations in general. If there's a series that revolves around transformations and power levels, it makes sense to compare everyone's fully transformed states to one another. But if it's a series where one or two women can transform (and gain increased bust) it's a little unfair to compare their powered up versions to everyone else's regular form.
Though that being said, if it was the case that 21's evil form got massive I-cups and utterly trumped everyone in the same series and extended universe, it'd be unfair NOT to call her the largest.
