Loli tits were relatively uncommon, but still there in older anime, but the past decade has seen little to no loli tits and uncensored nudity in general has taken a dive, I assume mostly to pander to normalfags and westerners.
I don't see design sheets as actual nudity, but sure.
Sometimes a character will get a figure that is cast-off. This is often due to the creator be restrained by whoever they work for (saying they can't show tits or whatever) but the company making the figure will talk to the artist and writer to see if it's ok to make the figure cast-off.
