This picture, for instance, is from a few chapters earlier where two girls had a shootout with "turns clothes into cards" strip-guns and other people got caught in the crossfire. In the aftermath everyone involved was left underdressed or outright naked, sorting through the cards on the ground trying to find their own clothes again.
The original premise of the manga, even, is that these girls have to fight essentially strip-battles against each other and the one who runs out of willpower first loses. It may come as no surprise since I chose to typeset the translation for this manga, but I'm really fond of this series and its ENF.
