The SF girls is another really close race, so I can understand having issues. The numerous costumes they're portrayed in and the decades of official artwork by different artists doesn't help things either. Once again, I think it comes down to outfit choice, at least when considering their defaults - Laura seems pretty busty, but her standard outfit is a loose T-shirt that likely doesn't alter her true size at all. Meanwhile Chunners is in that martial arts outfit that's gotta compress her at least a bit.
I'm not too familiar with the girls, but I'd actually personally put R. Mika at the top, as long as we're considering their SFV appearances. She's already pretty busty, but her top looks pretty tight and it's positioned right at her underbust, so a large portion of her boobs are held back. Here's an official piece. I'm sure if you undid her top she'd absolutely explode out of it. Mika's also incredibly thick elsewhere, which points to her bust being large too.
Though once again, this is just talking about the defaults. That evening dress Chun you posted might be even bustier in-game, it's a super super close race.
