Even if previews were generated they'd need to live somewhere, either in the archive or next to it so you'd need to recompress them or something.
It is entirely possible to unpack every single archive, generate the previews and do something with them but that would take a long time. Not to mention that some archives are password protected. Best avoid the issue and use the existing preview generation tool:

Dump the files next to PMXEditor and run PmxPreviewRunner with the target folder as an argument.
I'll search for all PMX/PMD files within that folder and automate opening/capturing models in the viewport and saving down to the disk.
This was tested against PmxEditor_0254f_EN - 2.0.
I've thougth about all different kinds of preview generation approaches and reusing PMXEditor seems right. It would likely reproduce the most faithful result.
I'm the dev, if you want some feature added let me know.
I'm also working on a means to generate HTML reports but I don't think it's quite where I want it to be at the moment.
