A girl commits a crime, maybe she was a thief, or a bandit, or just got in a rough barfight, she gets locked up in a very public area and she can't do anything to cover herself.
Everyone regards criminals as trash, it's common to make fun of them and throw rotten fruit - so nobody would mind if someone decides to take her clothes off her body as well, they might even cheer it on since it adds to her punishment and makes it even more humiliating, and there's nothing she can do to stop them. She has to stand there completely exposed, unable to cover, while practically anyone in the village can see every inch of her, make fun of her, slap her ass, whatever.
It could even work in a semi-realistic scenario if it takes place at a historical sites or like a medieval/renaissance faire type place. Where people lock their friends in as a goof and take photos.
Imagine a scenario where 2 girlfriends go together but 1 of them knows the other is fucking her bf behind her back, and she gets an opportunity to lock her friend in the pillory and then strips her right there as revenge, and leaves her locked up for everyone to see.
Maybe she even brought her own lock so she has to stay locked and humiliated until staff can get bolt cutters while everyone around gets an eyeful and takes a video.
