A more constant and/or frequent wind speed would mean the struggle to stay covered (in vain) would last longer, though a girl might be hesitant to go outside in such conditions, she may be forced to for some reason, or perhaps she was already outside when the wind started. Adding rain to the mix means she would continue to feel that which was exposing her even after finding shelter, with the bonus of clingy, translucent clothes.
