The reward for the school that donates the most clothing is a trip to the only functioning theme park in Japan, which opened recently. So Hikari doesn't have to sell her class too hard on participating, though things really get out of hand when the two most popular girls make it into a competition to see who can donate the most, and then students start buying clothing to donate or are bullied into donating anything they can.
On the last day pretty much the only thing most of the students have to wear are their school uniforms and a few casual clothes, but no underwear.
None of these kids are aware of the bigger picture, figuring they can just buy more at the store.
They turn in their old school uniforms that weekend and receive their new ones, which are made of less and thinner material.
The government steps in and buys out all the clothing stores stock so that they can sell them at a flat rate and limit how much people can buy, but the warehouse they were storing all the cities clothing in along with everything the school donated get's annihilated during an Angel attack.
This happens that same weekend.
