Animals are artificially evolved into human shape and kept as pets, but the pets (Known as EVOS) still think of themselves as animals and keep the basic mindest of their respective species.
After a few generations, some EVOS develop superhuman abilities and start causing mischief, so it's up to a boy and his super-strong catgirl to start tracking the troublemakers and put a inhibitor collar on then.
What makes this manga different than others is that since the EVOS are just evolved animals, getting too involved with one is a social taboo (It counts as bestialism) so the protagonist kid keeps bashing and mistreating his catgirl to hide his feelings for her (and to prevent her from loving him back as well)
Pic: Peke, the protagonist catgirl was stripped naked and tossed into the sea by her master. She's dying of shame, but soon realizes that since she's a cat, nobody pays attention to her nakedness.
