If you just want to stare at pretty girls without gacha and dont want to play a game then it's the Beach Paradise mod for 5.
If you were asking about how painful the gacha is then it's complicated.
They're generous with the currency but not with the rates.
They give out all sorts of freebies for logging in.
It's best enjoyed as a f2p with costume mods.
You can unlock all the girls in VV as a f2p. It'll take a while and some luck though.
VV is better for staring at the girls than BP imo because you can interact with them a bit as you take photos.
Whereas BP is picking a girl, her clothes, and then an animation set for her to do. There's not really any interactivity here, but BP is still a good mod.
