It's the posting date (toukou) of the original video (honke), which in this case refers to the posting date of sm18802511 per Japanese Standard Time, which may not match the date & time shown to you in the browser if your time zone deviates from Japan. (It seems to be based on your system clock if you are not logged in, might be affected by account TZ settings.) Unrelated to this particular case, but you can also use it to quickly type full-width numbers. Sometimes they don't specify that part.
