Finding the right medium for this sort of thing is tough, yeah. There needs to be a balance between the ability to arbitrate rankings while also being conversational and letting people discuss the case. Not to mention actually list and alter the ranks.
I mentioned it earlier, and I don't know how familiar you are with the platform, but a Discord server could do all that. It's like a combination of a forum and a chat room, so there could be a ranking topic and a place to nominate and chat about candidates. Here's a mockup of what that'd look like, if you're curious. The only issue is that it's using an existing framework, but as a private place to curate and discuss, it could work pretty well, I think.
