In reality this pic of her art shows that she's really not that overdeveloped. I played DQ 8 as a kid, and as such misremembered how she looked. Jade is no champ but I have to admit, to my eye she's actually bigger than Jessica. Unless a DQ fan can remind me of someone bigger I'm going to have to give it to Jade.

This confusion is part of the problem we're talking about where different interpretations and representations of a character warp how the public remembers them. I don't know if the guy who drew this just wanted to draw Jessica with backbreakers, or if he just forgot that she's really not all that chesty.
Second I'd like to talk about Akira Toriyama. He's as far as I know either the art consultant or main art director for many of or all of the Dragon Quest games, as well as other notable games like Chrono Trigger. He's been around forever and obviously a lot has changed since Dragon Ball, but one thing that hasn't really is his reluctance to draw truly curvaceous women. There are heavy sexual themes and perversions in his work, but as Jessica, Jade, Chichi Bulma, and Ayla prove is that his concept of a big chest is on the small side compared to many other artists. The only character I can think of on that level is Maron from DBZ and even she's on the small side.
