The inactivity is at least to me a boon, because there's time to consider and discuss each candidate.
Boobpedia is a noble endeavor but it's pretty erratic, though some might argue a wiki for a niche subject like this would be better curated. There's always the possibility of making a Discord server or the like, to discuss and catalog.
And as far as nominations go, I remembered one: Kaguya Nanbu from Super Robot Wars. Her whole deal is that she's incredibly shapely but also incredibly naive, and she gets teased about her huge tits on a number of occasions. This is a tricky decision because the series she's in has tons of curvaceous women, but she seems to be the largest.
